Mendaki Tertiary Tuition Fee Subsidy

About the Subsidy

The Tertiary Tuition Fee Subsidy (TTFS) Scheme, introduced in 1991, is an education subsidy for Malay students that covers their tuition fees at local government tertiary institutions. TTFS was established through an annual government grant to MENDAKI.

Since 1 January 2011, students with Malay/Indonesian extract as their first component of a double-barrelled race (i.e., Malay-Indian or Malay-Chinese) are also eligible for the scheme.

Eligibility Criteria

Applicant must meet the following requirements:

•    Student is a Singaporean / Singapore Permanent Resident.
•    Student’s race or first component of the double-barrelled race is Malay.
•    Student’s monthly Household per capita income (PCI*) does not exceed $2,400
•    Student is eligible for MOE Tuition Grant or an equivalent government subsidy.
•    Student is pursuing first degree on a full-time basis.

*PCI is computed as: Total monthly gross income of family / Total number of family members

Percentage of Subsidy

Per Capita Income (PCI) as of 10 Apr 2026

  • 100% – PCI not exceeding $1,700
  • 75% – PCI between $1,701 and $2,000
  • 50% – PCI between $2,001 and $2,200
  • 25% - PCI between $2,201 and $2,400
