About the Scheme

The Post-Secondary Education Scheme was announced in 2007 with the objective to help parents save for their children’s post-secondary education by maintaining a Post-Secondary Education Account (PSEA) for each eligible child.  This is part of the Government’s efforts to encourage every Singaporean to complete his post-secondary education.  It also underscores the Government’s commitment to support families in investing in the future education of their children, and to prepare them for the economy of the future.  PSEA is not a bank account.  It is administered by the Ministry of Education and is opened automatically for all eligible Singaporeans.  The PSEA Scheme allows students to utilise their own or their siblings' PSEA funds up to a maximum of three siblings and subjected to MOE's approval.

Application

You are to apply online using the PSEA AD-HOC APPLICATION FORM for each of the term you wish to utilise your available PSEA funds for payment towards tuition fees, annual fees or enrichment programmes that are approved and endorsed by the University.  One application form must be submitted for each specific withdrawal.  The ad hoc withdrawal application offers you greater flexibility in allocating the use of your available funds given that the exact amount to be withdrawn has to be indicated.  
As each withdrawal application is for a specific purpose (ie an ad hoc withdrawal application is good for one-time only), you will have to submit a new application for a subsequent withdrawal.

To apply PSEA to offset annual fees and/or tuition fees, please follow the steps below:

Step 1:
Contact PSEA Customer Service at 6260 0777 to enquire on your available PSEA funds. Please ensure that you have sufficient funds to cover the amount applied.

Step 2:
Applicants are required to use SingPass to submit an application via FormSG. If parental/guardian approval is required, please ensure that they complete the approval online.

Step 3:
After the online submission via FormSG, student must submit the PSEA claim via OASIS. The steps are indicated below:
(i) OASIS > Self-Service App "Financial Aid Application"

    (a) Select: Financial Aid Type – Grant
    (b) Financial Aid Form – PSEA AD-HOC APPLICATION FORM

     Complete all required fields:
     - Name: Name in NRIC
     - Contact No: Mobile Number
     - NRIC No: NRIC
     - Institution Name: Singapore Management University
     - Usage Category: TTF-FULLQ
     - Course / Fee Description = (example: AY2023/24 Term 1 Tuition Fee)
     - Course / Fee Amount = PSEA balance / Course fee (whichever is lower)

For every Term 1 PSEA withdrawal, the claim amount will be used to offset annual fees followed by tuition fees based on the Course / Fee Amount.

Application Dates for Term 1 AY2024-25 - 1 August to 30 September 2024

Overseas programme reimbursements

  1. You can only submit 1 PSEA Ad-Hoc Application form for each trip. 
  2. All PSEA Claims should be submitted after you return from your overseas programme such as study mission, exchange and other overseas programme as approved and endorsed by SMU. Please submit your PSEA claims within 1 month from the completion of the Programme.
  3. Amount claimed from PSEA is on a reimbursement basis. Please apply only at the end of the program.

    In addition to Steps 1-2 shown above, please follow the following for Step 3:
    OASIS > Self-Service App "Financial Aid Application"
    (a) Select: Financial Aid Type – Grant
    (b) Financial Aid Form – PSEA AD-HOC APPLICATION FORM

          Complete all required fields:
          - Name: Name in NRIC
          - Contact No: Mobile Number
          - NRIC No: NRIC
          - Institution Name: Singapore Management University
          - Usage Category: EPC-OTRIP
          - Course / Fee Description = Name of Programme
          - Course / Fee Amount = PSEA balance / reimburse amount (whichever is lower)
     

    Attachments mandatory to upload in your online application submission:
    (a) SMU letter to prove that you're authorized for the oversea programme trips
    (b) Letter of Acceptance from the University involved or any relevant overseas parties
    (c) ALL original official receipt(s)/ E‐receipt(s) for the total amount claimed with your name on it 
    (d) Airfare/flight itinerary with your name and the cost of your air ticket on it
    (e) A simple schedule on expense and the SGD dollar equivalent if receipts are in foreign currency.  (Please print out/ provide receipts of the exchange rate used)

    In summary, submit all relevant documents in the following order:
    1. Excel spreadsheet summary
    2. Approval letter from SMU/ exchange institution
    3. Flight itinerary
    4. All original receipts/e‐receipts for claims
    5. Conversion rate (if applicable) 

  4. PSEA refund will be paid to your receiving bank account via GIRO. Please log in to OASIS to update your receiving bank account details in OASIS.  Receiving bank application must be approved before you can receive the reimbursement.
